Syria calm after UN truce deadline
BEIRUT (AP) ? A fragile cease-fire brokered by the U.N. took hold in Syria on Thursday with regime forces apparently halting widespread attacks on the opposition but still defying demands by international envoy Kofi Annan to pull troops back to barracks.
If the truce holds, it would be the first time the regime has observed an internationally brokered cease-fire since Bashar Assad's regime launched a brutal crackdown 13 months ago on mass protests calling for his ouster. The opposition called for peaceful protests on Friday to test the government's commitment to the accord.
There was deep skepticism that the regime would halt its fire for long, given that Assad has broken promises in the past. Also, the regime said Wednesday, on the eve of the truce deadline, that it reserves the right to respond to any aggression, potentially a pretext for breaking the truce.
Annan's plan calls for the deployment of international observers and talks on a political transition once a truce is in place. The initiative has broad international support, including from Assad allies Russia, China and Iran, and is widely seen as the last chance for diplomacy to end the violence. The increasingly militarized uprising has been veering toward an armed insurgency.
The West and its allies doubt the sincerity of the regime's pledges to comply with the truce plan, which calls on the Syrian government to allow peaceful protests. A prolonged cease-fire could threaten the regime by encouraging large numbers of protesters to flood the streets, as they did at the start of the revolt against the four-decade rule of the Assad clan. The government met those demonstrations with a harsh crackdown, and more than 9,000 people have died since, according to the U.N.
Burhan Ghalioun, head of the opposition Syrian National Council, urged Syrians to demonstrate peacefully on Friday. Protests are common on Fridays after Muslims crowd mosques for noon prayers.
"Tomorrow, like every Friday, the Syrian people are called to demonstrate even more and put the regime in front of its responsibilities ? put the international community in front of its responsibilities," he said.
Analyst Salman Shaikh, director of the Brookings Doha Center, said while the cease-fire is fragile, the apparent halt in government attacks suggests Assad's allies are pressuring him for the first time, after shielding him from international condemnation in the past. Annan has visited Russia, Iran and China in his attempt to get the broadest possible backing for the plan.
Annan is to brief the U.N. Security Council by video conference from Geneva on Thursday afternoon.
Both the government and the opposition have said they will abide by the truce, which began at 6 a.m. Thursday.
All the flashpoints of the uprising were reported quiet in the hours after the truce took hold. The central provinces of Hama and Homs, the northern regions of Idlib and Aleppo, the capital Damascus and its suburbs, as well as Daraa to the south and Deir el-Zour to the east were all calm, said the Britain-based Syrian Observatory for Human Rights.
However, troops, tanks and armored personnel carriers continued to patrol several opposition strongholds, including Damascus and the city of Homs, activists said.
"There have been no withdrawals from checkpoints but calm is prevailing in all areas in Syria," said Rami Abdul-Rahman, who heads the Observatory.
Another activist group, the grassroots Local Coordination Committees, said regime forces carried out arrests in the Damascus suburb of Maadamiyah shortly after reinforcements entered the area. It also reported anti-regime protests at universities in the southern city of Daraa and the eastern city of Deir el-Zour, and a protest march in the northern village of Tamanaa.
The regime ignored a Tuesday deadline for withdrawing troops from population centers, prompting renewed demands by Annan that forces return to their barracks.
Turkish Foreign Minister Ahmet Davutoglu demanded that the Syrian troops withdraw, saying that "keeping the cities under pressure is not meaningful."
Turkish Prime Minister Recep Tayyip Erdogan said Turkey could seek NATO's help in case the Syrian troops violate its borders again. Syrian forces opened fire across the Turkish border on Monday, killing two people in a Turkish refugee camp.
Assad apparently is unwilling to ease control over opposition areas for fear of widespread anti-government protests.
A major test could come on Friday. Since the outbreak of the protests in March 2011, thousands have taken to the streets every week after Friday noon prayers in the mosques.
The military crackdown over the past year succeeded in preventing protesters from recreating the fervor of Egypt's Tahrir Square, where hundreds of thousands of people camped out in a powerful show of dissent that drove longtime leader Hosni Mubarak from power.
The government denies that it is facing a popular uprising, claiming instead that terrorists are carrying out a foreign conspiracy to destroy Syria. In pledging Wednesday to observe the cease-fire, the government set a major condition, saying troops reserve the right to defend themselves if attacked.
Syrian troops have been on a major offensive since late January when they attacked rebel-held areas around the capital Damascus. During the first week of February, Assad's forces began a major campaign to retake the Baba Amr neighborhood in the city of Homs that fell in the hands of the regime in early March.
Since then, Assad's forces have been retaking major rebel-held areas including the city of Idlib as well as many towns around the country. Troops also now control much of the areas that border Turkey, Lebanon, Jordan and Iraq making it more difficult for refugees to leave the country. Despite the regime gains, rebels still held some areas, including spots in the province of Homs, Hama, Daraa.
The White House cautioned Wednesday that the Assad regime has reneged on promises to stop the violence in the past.
"What is important to remember is that we judge the Assad's regime by its actions and not by their promises, because their promises have proven so frequently in the past to be empty," White House spokesman Jay Carney told reporters in Washington.
Western powers have pinned their hopes on Annan's plan, in part because they are running out of options. The U.N. has ruled out any military intervention of the type that helped bring down Libya's Moammar Gadhafi, and several rounds of sanctions and other attempts to isolate Assad have done little to stop the bloodshed.
Saudi Arabia and Qatar have called for arming the rebels, but even if they follow through there is no guarantee that such efforts could cripple Assad's well-armed regime.

Sudan mobilizes army as South claims key oil field
KHARTOUM/JUBA (Reuters) - Sudan said it would mobilize its army against South Sudan on Wednesday, and halted talks with Juba over oil payments and other disputed issues after the South occupied an oilfield vital to the North's economy.
With South Sudan in turn accusing Sudan of bombing a village on the southern side of their 1,800-km (1,200-mile) border, U.N. Secretary-General Ban Ki-moon and the United States called for an end to clashes that threaten to spark a full-blown conflict.
South Sudan, which seceded in July, has been locked in an increasingly bitter dispute with the North over the fate of the formerly joint oil industry and other issues as fighting has escalated in the ill-defined border region.
South Sudan's army (SPLA) on Tuesday attacked Heglig, a disputed area containing an oilfield that accounts for about half of Sudan's 115,000 barrel-a-day output. The South's army claimed to be holding the oil wells.
"There is no doubt that Heglig area and the oil wells are under control of the SPLA," South Sudanese military spokesman Philip Aguer said, adding that the North's air force had bombed SPLA positions in Heglig and other areas.
A Sudanese official said he expected the fighting would hit oil output.
"I expect ... these oilfields will be affected, definitely, and at least there will not be production. If there is a conflict in the area, this is the least," said Rahamatalla Mohamed Osman, Sudan's undersecretary of foreign affairs.
Motorists worried about a possible disruption to fuel supplies formed lines at petrol stations to stock up as news of the Heglig attack spread through the capital, although the oil ministry issued a statement saying it had enough fuel.
The U.S. State Department condemned South Sudan's attack on Heglig, calling it "an act which goes beyond self-defense".
It also condemned Sudan's "continued aerial bombardment in South Sudan" and said the two sides needed to agree on an immediate cessation of hostilities.
Sudan's U.N. Ambassador Daffa-Alla Elhag Ali Osman said Sudan had exercised maximum self-restraint and if the U.N. Security Council did not condemn South Sudan's actions and demand it withdraw its troops, then Sudan would be forced to "retaliate severely deep inside South Sudan."
"We are ready for settling all the disputes with the south through peaceful negotiations, but with the recent developments they make it very difficult ... it would be extremely difficult to sit with somebody who has stabbed you in the back," he said.
UNRESOLVED TALKS
The South seceded from Khartoum's rule last year, but the two sides have not agreed on issues including division of national debt, the status of citizens in each another's territory and the exact position of the border.
Oil is among the most sensitive issues. Landlocked South Sudan shut down its roughly 350,000 barrel-per-day output in January in a dispute over how much it should pay to export crude using pipelines and other infrastructure in Sudan.
Sudan's remaining output only serves domestic consumption.
Each side accuses the other of backing rebels in their territory.
"I don't think there can be negotiations in this climate," Osman said. "What happened yesterday is a violation of international laws and an aggression on Sudan, and we have all the right to defend ourselves and regain the territories which were occupied by government of South Sudan."
South Sudan's forces pushed 70 km (40 miles) into Sudan's territory on Tuesday, Osman said. An information ministry statement accused South Sudan of "using mercenary forces and rebel groups" in the attack. Juba routinely denies such charges.
Following the incursion, parliament ordered a halt to negotiations with the South, Sudan's state media said.
State news agency SUNA said Sudan would order a general army mobilization but gave no further details. It quoted Defense Minister Abdel Raheem Muhammad Hussein as saying the army was capable of preserving stability and controlling the situation.
AU CALLS FOR WITHDRAWAL
SUNA said Sudan would halt all talks with Juba sponsored by the African Union and withdraw its negotiating team from Addis Ababa immediately.
The African Union called for the "immediate and unconditional withdrawal" of South Sudan's army from Heglig and urged restraint on both sides.
U.N. chief Ban contacted South Sudan's President Salva Kiir and Sudan's U.N. ambassador, urging both sides to exercise restraint and avoid further bloodshed, spokesman Martin Nesirky told reporters in New York.
"The Secretary-General urged (Kiir) to consider holding a presidential summit immediately to build confidence and assure the peoples of South Sudan and Sudan that peace and dialogue is the only option for both sides," he said.
South Sudan's Information Minister Barnaba Marial Benjamin said the Sudanese air force had bombed the village of Abiemnom in South Sudan's Unity state on Wednesday, wounding four people including a child.
He said South Sudan had been acting in self defense after Sudan launched a ground attack from Heglig late on Monday. Sudanese officials also said they were only trying to defend their territory.

On the software side, the Connect HD is Skype HD certified at 720p, and works with PCs, Macs, and Linux machines. It's plug-and-play compatible; plug it into a free USB port on Windows 7, and it will automatically install itself and become the default webcam. For PCs, Creative includes its Live! Central 3 software bundle. There's also a simple movie editor, plus a pair of tools for sharing your desktop and for remote monitoring from a different PC or smartphone. For this review, I stuck with the bundled software, although the Connect HD also works with other chat software like Windows Live Messenger and Yahoo Messenger (albeit not in HD resolution).
The Live! Central 3 interface is simple to get around. Two main tabs at the top handle snapping photos and recording videos. To the right are two panels, for Effects and Settings. The Effects panel contains the typical array of avatars and other visual effects, as well as access to the desktop sharing modes. The Settings tab lets you adjust picture controls, face tracking, digital zoom, a face brightener and skin softener that really just brighten the picture and blur it a little, and a toggle for the integrated microphone's noise cancellation circuitry.

Stepping down to VGA (640-by-480) mode helped considerably with detail and clarity, though color vibrancy was a little pale and cold here as well.
I wasn't necessarily expecting great things from a single mono microphone on the audio side. The Connect HD did fine, though. With noise cancellation turned on, my voice came through relatively clear and natural sounding, and a tiny desk fan in the background wasn't audible. When I turned off the noise suppression, the desk fan revealed itself loud and clear.
Overall, if you just need a webcam for basic Skype chats, where Internet bandwidth is the limiting factor, and not the webcam itself, the Connect HD will do fine. Our Editors' Choice webcam remains the HP Webcam HD 5210 ($99.99, 4 stars), which delivers much clearer 1080p video recording and more impressive detail levels. The Logitech c920 also offers superior stereo audio recording, 1080p video recording, and a more flexible mount. Both are $30 more expensive than the Connect HD, though; while we feel they're both worth the extra cash, we can see saving money and buying the Connect HD if you don't require the absolute best video and audio quality available. Even then, we'd steer you toward the Microsoft LifeCam HD-3000, which is $30 less than the Creative Live Cam Connect HD, and delivers roughly equivalent video and audio quality, even though it's not Skype HD-certified.

On Monday Washington said Syrian President Bashar al-Assad had shown no sign so far that his government was sticking by the peace plan after signing on to the deal last week.
"We certainly have seen no sign yet of the Assad regime abiding by its commitments," White House spokesman Jay Carney told reporters.
UN leader Ban Ki-moon made a final plea for Assad to stop attacks on civilians after Monday's clashes saw one of the heaviest tolls since the Syrian unrest erupted over a year ago.
"The secretary general reiterates his demand that the government of Syria immediately cease all military actions against civilians and fulfill all of its commitments made through joint special envoy Kofi Annan," UN spokesman Martin Nesirky said.
The truce plan has been under a cloud for days since Damascus said it would keep its side of the bargain only if rebels gave written guarantees they would also stop fighting, a condition rejected out of hand by the rebels.
At least 105 people were killed on Monday, the Syrian Observatory for Human Rights said after weekend violence claimed almost 180 lives, most of them civilians.
Deaths were reported for the first time across the border in Turkey and Lebanon on Monday, triggering an angry rebuke from Washington.
On the northern border, shots fired from inside Syria wounded two Syrians and a Turkish translator in the first case of Syrian fire hitting people on Turkish soil.

"If the Annan plan does not work, no other plan would, and Syria would plunge into a civil war."
State Department spokeswoman Victoria Nuland told reporters the United States was "absolutely outraged by today's report" of fighting spilling over into Turkey.
The incident -- on the eve of a visit by Annan to refugee camps on the border -- prompted Turkey's foreign ministry to tell Syria's mission in Ankara to "immediately halt the shooting," a diplomatic source said.
Some 25,000 Syrian refugees are currently in camps in Turkey's three provinces bordering Syria, after fleeing the deadly year-long crackdown.
Milliyet newspaper reported on Monday that Ankara would consider using troops to secure humanitarian corridors in border areas if refugee numbers rose above 50,000.
Lebanon, whose government is dominated by pro-Syrian parties, condemned Monday's death of the Lebanese television cameraman.
Syria's SANA state news agency said the team from Al-Jadeed television came under fire as border guards retaliated to an attack by "terrorist groups."
Amid the clashes, China urged Syria to honour its commitments and to implement the peace deal.
"China urges the Syrian government and parties concerned in Syria to seize the important opportunities, to honour their commitment of ceasefire and withdrawal of troops," foreign ministry spokesman Liu Weimin said.
Syrian Foreign Minister Walid Muallem was due on Tuesday to meet Russian counterpart Sergei Lavrov in Moscow. Russia and Beijing blocked two UN Security Council draft resolutions condemning Damascus for its bloody crackdown.
On Sunday, the Syrian foreign ministry outlined the regime's new conditions that put the peace deal in doubt, namely written guarantees from the rebels of a ceasefire and pledges from Qatar, Saudi Arabia and Turkey who oppose the Damascus regime that they would stop backing the rebels.
After Turkey, Annan will travel to Syria's ally Iran, for a visit to Syrian refugee camps near the border, a Turkish diplomatic source said.
"I remind the Syrian government of the need for full implementation of its commitments and stress that the present escalation of violence is unacceptable," Annan said on Sunday.
The United Nations says more than 9,000 people have been killed since anti-regime protests broke out in March 2011, while monitors put the number at more than 10,000.
On Monday, Human Rights Watch accused Syrian security forces of executing more than 100 civilians and rebels in protest hubs since late 2011, urging any UN mission to Syria to collect evidence.
