Church of England to start again on female bishops

LONDON (AP) ? The Church of England has taken a tentative step toward trying again to get its governing General Synod to approve female bishops.
The church said Wednesday the Archbishops' Council agreed this week that the issue needed to be resolved "as a matter of urgency" and should be restarted when the General Synod next meets in July.
A brief statement from the 19-member council did not indicate when another vote could be taken. The council recommended that all the bishops, at their meeting next month, "put in place a clear process for discussions in the new year with a view to bringing legislative proposals before the Synod in July."
Church legislation authorizing female bishops failed last week when laity in the General Synod failed to muster the necessary two-thirds majority, falling just six votes short.
Prime Minister David Cameron has expressed his disappointment and last week urged the church to "get on with it."
He said it was a matter for the church to resolve, but some lawmakers have suggested forcing the issue by abolishing the church's exemption from the law against gender discrimination.
Much of the debate in the General Synod was about provisions for church members who believe only men can be priests and bishops, and do not want to be supervised by a female bishop. A compromise proposal to "respect" the views of opponents was opposed by some people on both sides of the debate.
The Times newspaper has reported that William Fittall, the secretary general of the Synod, has proposed that the next vote be on a simpler measure, which simply says yes or no to allowing women to be consecrated as bishops without any provision for opponents.
The Church of England has refused to confirm or deny that report.

Fire suppression systems urged in all cargo planes

WASHINGTON (AP) ? The government should require fire suppression systems in all cargo containers or compartments of planes to prevent the kind of ferocious in-flight blazes that have killed four cargo pilots over the past six years, federal accident investigators said Wednesday.
The National Transportation Safety Board didn't specify what kind of technology the Federal Aviation Administration should require airlines to install. But the board's letter to the FAA came a day after United Parcel Service said it has developed systems that can prevent or contain even fires in shipments of lithium batteries, which burn at very high temperatures.
Lithium batteries are suspected to have caused or contributed to the severity of the fire in the crashes of a UPS jumbo freight airplane in Dubai in 2010 and an Asiana Cargo plane off the coast of South Korea in 2011. In 2006, two UPS pilots were able to escape a plane shortly after landing in Philadelphia before it was consumed by flames. That plane also contained lithium batteries.
Current fire protection regulations for cargo planes are inadequate, according to the board's letter.
"These fires quickly grew out of control, leaving the crew with little time to get the aircraft on the ground," NTSB Chairman Deborah Hersman said in a statement. "Detection, suppression and containment systems can give crews more time and more options; the current approach is not safe enough."
FAA rules say airplane fire warning systems must be able to detect fire in a cargo container within a minute of its ignition. But the NTSB said its tests of two types of cargo containers showed a time lapse between ignition and detection ranging from 2 1/2 minutes to more than 18 minutes.
In the tests, the fires "grew very large, capable of causing significant damage to an aircraft" before they were detected, the letter said.
Current FAA regulations require halon gas fire suppression systems in below-deck cargo holds, but not in the main cargo compartment above deck. The main strategy for fighting fires above deck is to deprive them of oxygen by taking the plane to an altitude where depressurization is achieved.
In the case of the UPS plane that crashed in Dubai, however, there was a lapse of 2 1/2 minutes between detection of the fire and depressurization, which was enough time for the fire to damage the plane and affect the pilots' ability to control the aircraft, the NTSB said.
Also, halon systems don't work on fires involving lithium metal batteries, which are found in watches, calculators and a wide range of consumer goods.
Unlike other kinds of batteries, lithium metal batteries can spontaneously ignite if exposed to air. Also, the positive and negative poles in some lithium batteries are close together, leading more easily to short circuiting, which can cause a fire.
Rechargeable lithium-ion batteries, which power devices such as laptop computers, cellphones and MP3 players, are a fire concern, too. Fires involving lithium-ion batteries can reach 1,100 degrees, close to the melting point of aluminum, a key material in airplane construction. Lithium-metal battery fires are far hotter, capable of reaching 4,000 degrees.
The FAA said in a statement that it will review NTSB's recommendations. The statement noted that FAA has been researching alternatives to halon suppression systems for a number of years. A report two years ago by the agency concluded that the cost of installing fire suppression systems in main-deck cargo compartments was too expensive to justify requiring airlines to add them.
UPS said tests last month of a new type of cargo container it has developed showed the container can suppress and contain lithium-ion battery fires for as long as four hours , which is enough time in most instances for pilots to safely land the plane. The tests were conducted at the FAA's technology center in Atlantic City, N.J., with FAA and NTSB officials looking on.
The container is made from fiber-reinforced plastic akin to materials used in body armor and suits for race-car drivers. Temperatures during the test reached as high as 1,200 degrees, but a powdered flame suppressant released inside the container prevented most of its contents from being damaged, UPS said. The airline is also testing a new type of flame-suppressing cover for cargo pallets.
While the new technologies require further testing, "we believe they have the potential to revolutionize cargo safety," UPS spokesman Mike Mangeot said.
Separately, the FedEx Corp. has developed a fire-suppression system that, once a fire is detected in a cargo container, punches a hole into the top of the container and injects an argon-based foam capable of smothering a fire, as well as absorbing toxic fumes, officials for the airline said.
FedEx has installed the system on its Boeing 777s and MD11s, which fly long routes over water and to remote areas of the globe. "We will continue installation on our entire long-haul fleet," FedEx spokeswoman Maury Donahue said.

SAO PAULO (AP) - Lionel Messi, Cristiano Ronaldo and Andres Iniesta are the finalists for FIFA's world player of the year award.
They were picked from a list of 23 candidates for this year's Ballon d'Or, with Messi looking to become the first player to win the award four times. The Argentina and Barcelona playmaker won the award last three years.
The winner will be announced in Switzerland on Jan. 7.
The finalists for the women's world player award are five-time winner Marta and United States duo Alex Morgan and Abby Wambach.
Spain coach Vicente Del Bosque, former Barcelona coach Pep Guardiola and Real Madrid coach Jose Mourinho were in the running for the world coach of the year award.

Not all space tourism is rocket science. A newly successful test of a balloon could allow paying human customers to enjoy stunning Earth views and the weightless astronaut experience by 2014.?
The test balloon carried a humanoid robot up to an altitude of almost 20 miles (32 kilometers) on Nov. 12 ? just a few miles shy of where skydiver Felix Baumgartner leaped from during his "space dive" in October. Startup Zero 2 Infinity wants to eventually offer hours of flight time for space tourists to do whatever they want in a near-space environment.?
"Some people will want to tweet," said Jose Mariano Lopez-Urdiales, founder and CEO of Zero 2 Infinity. "Some will want to put down a carpet and pray to mecca. Some people will want to eat their favorite buffalo wings while they're up there."

The Spanish company already has customers on its wait list?who paid an early deposit of almost $13,000 (10,000 euros) as the first installment out of a total ticket price of $143,000 (110,000 euros). It has also attracted funding from the world's second-largest balloon manufacturer, Spain's third-largest bank, and several angel investors by proving its concept step-by-step and by relying on proven helium balloon technologies.?
Flight testing took place at an Air Force base near Virgen del Camino in Spain. But Lopez-Urdiales envisions future flights launching from many other locations in the country.?
The balloon experience?
A typical predawn flight would take several hours to reach maximum altitude, so that passengers could enjoy seeing the sun rise against the blackness of space and see the curvature of the planet Earth. Luckily, the balloon would not need to get anywhere near the 62-mile (100 km) altitude that marks the official edge of space for its riders to enjoy stellar views.?
"You would spend two hours at the floating altitude of 36 kilometers (22 miles)," Lopez-Urdiales told TechNewsDaily. "We could do it higher, but it would not make any difference, because you already see the same visual cues at 39 kilometers or even 100 kilometers."?
Getting back down would mean cutting the cord between the balloon and the enclosed passenger capsule. Passengers could experience about 40 to 60 seconds of weightlessness during free fall, before parachutes and a parafoil carried them safely down to Earth.?
The recent test flight gave Zero 2 Infinity its first successful test of a balloon capsule large enough to carry humans, but only if the two people spent the entire trip lying down. An earlier flight test scheduled in May was canceled after?wind gusts damaged the test balloon.?
Robot test pilots?
Future versions of the balloons, called "bloons" by the company, would have donut- or bagel-shaped capsules with plenty of standing room for two pilots and four passengers. But the test capsule proved just right for the humanoid robot named Nao ? made by Aldebaran Robotics ? that stands at knee-height compared to adult humans.?
The robot rode as a passive passenger, but could someday become an active pilot that tests the controls and life-support technologies meant for humans.?
"Little by little, we're teaching it how to pilot, but that's at a very early stage," Lopez-Urdiales explained. "The idea in the future is to have?humanoid robots?testing future complex aerospace vehicles."?
The company has almost finished building a bigger test balloon that could comfortably carry two people standing up. That larger balloon could make an attempt at breaking the manned high-altitude balloon record set in the 1960s ? a record that requires the pilot to take off and land in the balloon. (Space diver Baumgartner intentionally disqualified himself by leaping out of his high-flying balloon.)?

But Zero 2 Infinity doesn't just want to make money. Lopez-Urdiales envisions his balloons carrying scientific experiments or scientists high into Earth's atmosphere. "I was growing up around balloons, rockets and telescopes," Lopez-Urdiales said. "My dad tested a Huygens scientific instrument on a high-altitude balloon."?
The balloon space tourism's relatively more affordable price tag could also open the eyes of many more people through the "overview effect," Lopez-Urdiales said. Frank White, a communications director at Harvard's Kennedy School of Government, coined the term to describe how astronauts gained a better appreciation of global and environmental issues after seeing the Earth surrounded by the darkness of space.?
"That's probably the biggest benefit?private spaceflight?will offer to civilians and members of the public," Lopez-Urdiales said. "The overview effect is personal experience, but then you share it. I think it goes a much longer way than bragging rights."?

Gargantuan black hole baffles scientists
Astronomers on the hunt for supermassive black holes have discovered one so monstrous that its mass dominates the central hub of its galaxy in a way that defies scientists' expectations about how typical black holes behave.
Described in Thursday's edition of the journal Nature, the black hole may push theorists to revamp their ideas of how these mysterious structures grow and evolve.
Astrophysicists said they were scratching their heads at how thoroughly this gargantuan black hole ? seated in the galaxy NGC 1277, about 220 million light-years away ? hogs its galactic bed.
Supermassive black holes typically account for just 0.1% of the mass in a galaxy's stellar bulge, the cluster of older stars huddled around the center. This particular black hole, by contrast, takes up 59% of that central mass, shattering the previous record of 11%.
"This is an oddball," said Chung-Pei Ma, an astrophysicist at UC Berkeley who was not involved in the research. "It's a very big black hole for a small galaxy ? that's the most surprising part. It's a very interesting discovery."
An international team of scientists documented the giant black hole while peering at the centers of about 800 of the biggest galaxies in the local universe, using the Hobby-Eberly Telescope at the University of Texas at Austin's McDonald Observatory. The assumption was that the biggest galaxies would hold the biggest black holes, which is what the researchers were really looking for.
The team measured the speed of the stars close to the galactic heart as they orbited around the black hole ? the faster they traveled, the more massive the black hole. Their calculations revealed that the black hole at the center of NGC 1277 held the mass of 17 billion suns. (The Milky Way's black hole, by comparison, is a mere 4 million solar masses.) And yet this black hole, one of the largest known, dominates a galaxy that is only one-tenth the size and mass of the Milky Way.
At first, the researchers thought they had a mistake.
"We were looking at it and we said, 'That's got to be wrong,'" said study coauthor Karl Gebhardt, an astrophysicist at the University of Texas at Austin. "So we kind of analyzed it to death."
The size of a galaxy and the size of its central black hole are thought to be linked, but scientists aren't exactly sure how. Assessing the mass of a black hole is a time-consuming process, and as a result, fewer than 100 of them have been examined properly. (Gebhardt's team had logged hundreds of hours of telescope time peering at galaxies for its survey; a typical experiment will get only a few dozen hours at the controls.)
Part of the reason for believing that black holes typically weigh in around the 0.1% mark is that there's a limit to the amount of matter a black hole can take in at one time, like a crowd trying to push through a doorway. When there's too much material, the black hole ejects some of it in jets, effectively limiting its growth rate, Gebhardt said.
If that's true, something strange has been happening in this galaxy to allow the black hole to keep feeding ? and the researchers aren't sure what it could be.
It's possible, Gebhardt said, that given the team's large sample of black holes, "of course we're going to find the weirdest weirdos out there."
But if they find more, he said, it could mean there's a whole new class of galaxies that requires fresh explanation. There are already signs that NGC 1277 may have siblings ? the researchers have identified other galaxies with similar properties, and they're currently analyzing the mass of their black holes.
Even if it's a new class of galaxies, it's a pretty small one.
"In the observable universe, there's about 100 billion" galaxies, Gebhardt said. "So this isn't even the tip of the iceberg. This is a snowflake on top of the tip of the iceberg."

Microsoft launches new Outlook.com email app with old design
Microsoft has just released a new version of its email app to coincide with its overall email rebranding to Outlook.com from Hotmail.com today. While the app brings a lot of features that Outlook users will like -- ActiveSync, Contacts and Calendar sync, multiple account support -- it is wrapped up in a very bland and outdated design that reminds us all of Android 2.3. We had high hopes that Microsoft would bring something more striking. Maybe wrapped up in a "holo" UI, or at very least something of the metro "modern UI" style that has won many people over on Windows Phone.

Lions' Suh gets traffic ticket in Detroit suburb
DETROIT (AP) ? Detroit Lions defensive tackle Ndamukong Suh was issued a traffic citation by a police officer who said Suh was driving fast and passing cars from the right lane of a suburban Detroit roadway.
The Lathrup Village officer gave Suh the ticket on Nov. 15 for driving without due care and caution, but Police Chief William Armstrong told The Associated Press on Tuesday he was not sure the citation would hold up.
The chief was awaiting a call back from the city attorney to discuss the case, which he said was "in limbo."
"From my bird's eye view, taking a quick glance at it, I'd say the charge doesn't fit," Armstrong said after watching video footage of Suh's driving that day. "Just looking at the tape, Mr. Suh was traveling faster than the cars around him, but I don't think it was to the extent of driving without due care and caution."
Messages seeking comment were left for representatives of Suh and the Lions. Word of the traffic stop was reported Monday by Detroit-area TV station WJBK.
Armstrong's comments came a day after the NFL announced it wouldn't suspend Suh for a low blow he delivered to Houston Texans quarterback Matt Schaub on Thanksgiving. Suh was on his chest after being taken down by an offensive lineman and extended his left foot to hit Schaub below the belt.
Suh, 25, was suspended for two games a year ago after he was ejected for stomping on the right arm of Green Bay offensive lineman Evan Dietrich-Smith, also during a game on Thanksgiving. He has been fined in previous seasons for roughing up quarterbacks.
Suh, whom the Lions selected with the second overall pick out of Nebraska in 2010, has been involved in several traffic incidents over the past year.
He was ticketed for speeding, improperly signaling and not carrying proof of insurance during a March stop in his hometown of Portland, Ore. Police said he was driving a BMW 91 mph in a 55 mph zone.
In December 2011, Suh lost control of a car and crashed into a drinking fountain and tree in Portland. A woman has filed a civil lawsuit seeking $1 million from Suh in the crash.
He also was involved in a traffic accident last month in Dearborn. Police in the Detroit suburb said the accident was minor and fault could not be determined. When Suh played at Nebraska he pleaded guilty to negligent driving and paid a $60 fine after crashing into three parked cars.

Lake life survives in total isolation for 3000 years
It is seven times as salty as the sea, pitch dark and 13 degrees below freezing. Lake Vida in East Antarctica has been buried for 2800 years under 20 metres of ice, but teems with life.
The discovery of strange, abundant bacteria in a completely sealed, icebound lake strengthens the possibility that extraterrestrial life might exist on planets such as Mars and moons such as Jupiter's Europa.
"Lake Vida is a model of what happens when you try to freeze a lake solid, and this is the same fate that any lakes on Mars would have gone through as the planet turned colder from a watery past," says Peter Doran of the University of Illinois, Chicago. He is co-leader of a team working in the Dry Valleys of Antarctica where Vida is situated. "Any Martian water bodies that did form would have gone through this Vida stage before freezing solid, entombing the evidence of the past ecosystem."
The Vida bacteria, brought to the surface in cores drilled 27 metres down, belong to previously unknown species. They probably survive by metabolising the abundant quantities of hydrogen and oxides of nitrogen that Vida's salty, oxygen-free water has been found to contain.
Co-research leader Alison Murray of the Desert Research Institute in Reno, Nevada, is now investigating this further by growing some of the extracted cells in the lab. "We can use these cultivated organisms to better understand the physical or chemical extremes they can tolerate that might be relevant to other icy worlds such as Europa," she says.
Surprise composition
Murray and her colleagues were surprised to find so much hydrogen, nitrous oxide and carbon in the water. They speculate that these substances might originate from reactions between salt and nitrogen-containing minerals in the surrounding rock. Over the centuries, bacteria denied sunlight may have evolved to be completely reliant on these substances for energy. "I think the unusual conditions found in the lake have likely played a significant role in shaping the diversity and capabilities of life we found," she says.
But the existence of life in Lake Vida does not necessarily increase the likelihood that life exists in much older, deeper lakes under investigation in Antarctica, most notably Vostok and Ellsworth, which are 3 kilometres down and have been isolated for millions rather than thousands of years.
"It doesn't give us clues about whether there's life in Vostok or Ellsworth, but it says that under these super-salty conditions, life does OK," says Martin Siegert of the University of Bristol, UK, and leader of an expedition to Ellsworth which set off on 25 November. "We'll be drilling down 3 kilometres into the lake," he says.
